The FestivALL of Soccer Tournament takes place near the end of June annually. Please take note of these key dates and tournament highlights.

 
Tournament Eligibility
The FestivALL of Soccer Tournament is open to recreational and travel teams registered and in good standing with their US Youth Soccer or US Soccer Affiliated Association. Age Groups for this years tournament in both recreational and travel are U8, U10, U11, U12, U13, U14, U15, U16, U17, U18, Open Adult and Adult +35.
 
Games
All teams will play 2 round robin games. 2 on Saturday and 1 on Sunday Morning.  Semi-Finals and/or Finals will be played Sunday Afternoon.  Teams will be grouped according to age and we wil do our best to make the most competitive divisions as possible. Quantum Sports Center determines final placement.
Rules

U9 and U10 - Center Referee and two AR

  • Size 4 ball

  • 2 @ 25 minute periods

  • 7 v 7 (5 minimum)

  • Min roster size is 9 players

  • Max roster size is 14 players

  • Offside infractions penalized and called by referee only

  • All fouls restart per “Laws of the Game”

  • Penalty kicks are allowed for this age group

  • Substitutions allowed at any dead ball with referee discretion.

  • Throw-ins are allowed for balls out-of-touch

  • No re-throw shall be allowed if a foul throw occurs

  • Opponents shall be 8 yards away on all free kicks and/or outside the penalty box on goal kicks

  • Coaches must remain within a designated "Technical Area" or within 4 yards of the team bench.

  • Goal keepers allowed in this age group

  • Goal kicks are taken at the top of the goal area

  • Corner kicks are played from the corner arc area

  • Ball is not required to be played forward on kick-offs

 

U11 and U12 - Center Referee and two AR

  • Size 4 ball

  • 2 @ 30 minute periods

  • 9 v 9 (6 minimum)

  • Min roster size is 16 players

  • Max roster size is 14 players

  • Offside infractions penalized and called by referee only

  • All fouls restart per “Laws of the Game”

  • Penalty kicks are allowed for this age group

  • Substitutions allowed at any dead ball with referee discretion.

  • Throw-ins are allowed for balls out-of-touch

  • No re-throw shall be allowed if a foul throw occurs

  • Opponents shall be 8 yards away on all free kicks and/or outside the penalty box on goal kicks

  • Coaches must remain with a designated "Technical Area" or within 4 yards of the team bench.

  • 2 @ 35 minute periods

  • 11 v 11 (7 minimum)

  • Min roster size is 11 players

  • Max roster size is 18 (expanded to 22) players

  • Ball must be played forward on kick-offs

  • Slide tacking is allowed U13 and up.

 

Under 15 and U16 - Center Referee and two AR

(same as U13 / U14 except)

  • 2 @ 40 minute periods

 

 U17 Girls will play small sided 7 v 7, 50 minute games.
Teams
All teams and players must be US Youth Soccer or US Soccer Affiliated Association for the '13-'14 seasonal year. Association roster and ‘14-15 player cards are required to participate for travel teams. For teams that are with US Club Soccer, rosters, and player passes are required. A waiver that you can find on our documents page will be required for each player.
 
Players and Guest Players
All Players be registered players for the '14-15 season  A player may play for more than one team in the tournament. A maximum of 4 guest players per team is allowed. Guest players must have the guest player form completed and a copy of their birth certificate and/or player pass card
 
Format
U9, and U10  will play 7v7 with a goalie. Maximum roster size is 14 players
U11 and U12 will play 9v9. Maximum roster size is 16 players.
U13-U18 will play 11v11. Maximum roster size is 18 players.
 
Awards
Team awards for 1st in each division. Individual Awards for both 1st and 2nd place in each division.
 
Deadlines
Registration Deadline is June 2nd, 2017- Entries AND Payment Due
 
Registration
Applications will be accepted online, mail, and via drop off at one of facilities. You will receive an email confirmation when your application is submitted. We encourage you to enter early.
 
Refunds
Refunds will be made in their entirety to all teams not accepted. Once entries are accepted, the entry fee is non-refundable. If your team withdraws prior to the entry acceptance, your entry fee will be refunded, minus a $50.00 administrative fee.
Refunds will only be made if the tournament is canceled due to weather or Acts of God, approximately one-half of the entry fee will be retained.
 
Schedules
Teams will play two games on Saturday. Check back for earliest game times.
 
Conflicts
The FestivALL of Soccer Committee works to minimize coaching conflicts.

TOURNAMENT FORMAT

 

1. DIVISIONS WITH 4 TEAMS: Three matches guaranteed. Teams will play each other in a round robin format. Based on points accumulated from round robin play, the first place team will play the second place team in the fourth game for the championship. 

      Ties will stand in the preliminary games. 

 

2. DIVISIONS WITH 5 TEAMS: Four matches guaranteed in a round robin format. 

       The champion and runner-up will be determined by a point system using Rules A and B. Ties will stand in all games.

 

3. DIVISIONS WITH 6 TEAMS: Three matches guaranteed. Teams are divided into 2 groups (A and B) with each team playing 2 matches (ties stand) within its group. After these matches, teams are ranked (first, second and third) using criteria in Rules A and B.

      On Sunday morning, semi-final matches are played. The top team from Group A will play the second place team from Group B; the top

      team from Group B will play the second place team from Group A. The third team in both divisions will play each other in a consolation 

      game. The winners of the semifinals will advance to the Championship Game.

 

4. DIVISIONS WITH 8 TEAMS: Three matches guaranteed. Teams are divided into 2 groups (A and B) with each team playing three matches within its group. Ties will stand in the preliminary games. The top team in each group advances to the Championship Game.

 

TOURNAMENT RULES

 

A – GAME POINT SYSTEM 

Win - 3 points       Tie - 1 point?Loss - 0 points

 

 TIE-BREAKING PROCEDURE (If two or more teams have the same number of game points)

      If there are more than two teams tied #1 is thrown out, the tiebreaker will return to number 1 only 

   after a team has been eliminated from the tie.

     1 - Result of head to head competition

     2 - Least Goals Allowed

     3 - Goals Differential

     4 - Most shutouts (includes 0-0 ties)

     5 - FIFA penalty kicks - taken immediately 

        Any forfeit will be recorded as a 3-0 shutout.  

 

* Tournament Director or their designee may modify the length of the game.

 

GAME BALL

• U08-U12- Size 4 Ball

• U13-U19- Size 5 Ball

• A game ball is provided. If the ball is lost, kicked over a fence or in the woods, etc., an acceptable ball must be provided by the home team to keep the game from being delayed.

CONDUCT 

• Players, coaches or spectators who are ejected from a contest must leave the Bryan Park Soccer Complex immediately and are not allowed to return to the complex until one (1) hour after the scheduled completion of that team’s next game. If that ejection is during that team’s last game, the person may not be present at the complex for the remainder of the tournament.

• Players, coaches and/or spectators ejected for fighting will not be allowed to participate or spectate further tournament games. 

• Any coach or Director of Soccer who is involved with multiple teams and who is ejected from a game must leave the complex until the game involving the ejection is completed.  They are not allowed at that team’s next game, but may return to the complex during the suspension time and attend the games of the other teams to which they are rostered or carded. 

• Coaches are responsible for the conduct of their players and spectators and may be warned for their inappropriate behavior.

• The Tournament Director or his/her designee has the right to ask anyone to leave the complex for unsportsmanslike behavior.

 

I - SPECTATOR AND COACHING AREA 

• Both teams will sit on the same side of the field.

• Each team will have a marked team box area.

• Parents and spectators must sit in the appropriate areas across from their team between the 18-yard and center lines.

• Any parent or spectator who is not in the appropriate area will be required to move.

• Benches will be marked for home and away teams. The first team on the schedule is the designated home team.

 

J -FORFEITS 

• Unless superseded by a ruling from the Tournament Director or his/her designee, there will be a maximum grace period of

      10 minutes allowed after the scheduled kick-off time before the team not showing forfeits the match.

      The game clock will begin at the scheduled time of the match and the game will begin play no later than the ten-minute mark.

• U13-U19 teams must have seven (7) or more players present in order to begin a match.

• U11-12 teams must have seven (7) or more players present in order to begin match.

• U8-U10 teams must have five (5) or more players present in order to begin a match.

• Score of a forfeited match will be 3-0.

• In the event of a forfeit, tie-breaking Rules, 2, 3, and 4 are based on the "per game" average for games actually played.

K - INCLEMENT WEATHER 

• Regardless of weather conditions, coaches and their teams must appear on the field of play ready to play as scheduled. 

          Failure to appear will result in a forfeiture of the game. 

• Only the Tournament Director or his/her designee can cancel or postpone a game. 

• The safety of the players and spectators will be the first concern in making any weather decisions.

• The Tournament Director or his/her designee may move the location of a game to another field or complex.

• Inclement weather before the game:  In case of severe weather conditions before play begins, the Tournament Director or his/her designee may reduce the length of the game.

• Inclement weather during the game: Should a game's progress be terminated due to severe weather conditions, the game will be considered official and the score at the time will be final.

• TEAMS SHOULD NOT LEAVE THE COMPLEX UNTIL THE TOURNAMENT COMMITTEE HAS DETERMINED THE STATUS OF THEIR GAME.

• Should a severe weather signal be given during a game, all of the players and spectators should seek shelter in their vehicles.

          Please have only one representative from your team communicate with tournament officials as to the status of games.

• SEVERE WEATHER SIGNALS-

One long horn - Vacate fields immediately

Two quick horns - Safe to return to fields (One team representative should report to headquarters.)

L - PLAYER EQUIPMENT - In general, Law IV of FIFA Laws applies.

1)   If color of jerseys is similar or same, the designated home team will change colors. (Team listed first on schedule is the home team).

2)   No plastic or metal jewelry of any kind (except corrective glasses) may be worn.

3)   Each player except goalkeeper must have individual numbers on uniform shirts.

4)   Shin guards are required for all players. Goalkeeper's mouthpieces are strongly recommended.

5)   Casts - players who are wearing protective casts are allowed to play if the following conditions are met:

a) Cast is wrapped in foam or other protective material that will protect other players.

b) The player with the cast does not attempt to use the cast to an advantage or in such a way as to put others in danger.

c) The referee approves the cast protection and such approval will not be unreasonably withheld.

6)   No Equipment changes may be made after the referee's equipment check without his/her permission. 

       Changing to illegal equipment is a yellow card offense.

 

 

M - GENERAL 

1) All decisions of the referee that do not conflict with the tournament rules are final and binding.

2) The Tournament Committee, Quantum Sports Center, and WVSA will not be responsible for any expenses incurred by any team or club if the tournament is canceled in whole or in part nor will any refunds be made.

3) The Tournament Committee reserves the right to decide on all matters pertaining to the tournament and its judgment is final.

 

N - NO PROTESTS WILL BE ALLOWED
